BIS Registration Online in India | How to apply for Electronic Product

BIS, known as Bureau of Indian Standards, is the National Standards Body of India.


BIS, known as Bureau of Indian Standards, is the National Standards Body of India. In order to receive a BIS Certificate, BIS Registration Online is a mandatory step that must be taken. BIS functions as per the rules mentioned by the Ministry of Consumer Affairs, Food & Public Distribution, and Government of India. It was introduced through the Bureau of Indian Standards Act on 23 December 1986.

It is a national body that organizes and implements standards, coordinates various certification schemes and helps in creating consumer awareness.

Objective of Bureau of Indian Standards (BIS)

Products and management systems certified by BIS are safe and have a reliability factor for optimal use by the consumers. BIS certification is mostly voluntary in nature where manufacturers and service providers get registered to build a dynamic brand image in the market.

BIS has proved to be beneficial in many aspects. Some reasons why it is considered as a mandatory step to be taken by the manufacturers is due to the following advantages that it offers:

  • Boosts the quality of the products.

BIS Certification Renewal Process

The application for renewal must be done on a prescribed format by the manufacturer at least a month before the expiry of the certificate. The renewal fees also must be submitted along with the submission of the application. Retesting is not required. However, the BIS officials might pick up some samples during inspection for testing purposes. The retesting must be undertaken only if the test reports are not up to the improvised standards, at the initial stage.

BIS Certification is a means for providing a guarantee of quality, safety and reliability of products to the customers. BIS Certification for Electronic Products is compulsory and must be acquired by the manufacturers.

Different types of BIS Certification Schemes

Normal procedure for Domestic Manufacturers

In the normal procedure, a BIS certification application form must be submitted along with the essential documents and fees. After the submission of the application, a BIS officer performs a verification of the factory where the product manufacturing takes place. Samples of the products are taken and are tested both in the factory & outside the factory. If the samples meet the mentioned criteria and is approved, the BIS certification will be provided to the applicant. The process might take 4 months to complete.

Simplified Process (for the Domestic Manufacturers)

In the simplified registration process, a test report is submitted by the applicant that includes product samples from a laboratory that is BIS-approved with the necessary documents. A BIS officer performs verification of the factory locations once the test reports are approved. The applicant is granted BIS certificate within 30 days if the officer is satisfied with both the reports and the factory premises.

Tatkal Scheme

The Tatkal scheme is initiated for the manufacturers of products. In order to carry out manufacturing of the products, a BIS standard mark is mandatory. Applications filed under this scheme are evaluated based on priority. A BIS certification under this scheme is granted within the time period of thirty days.

Eco Mark Scheme

The manufacturers of eco-friendly products can acquire a BIS license under this category of BIS certification scheme. All eco-friendly products must fulfil certain requirements as per the Indian Standards to receive an Eco Mark. The process for obtaining an Eco Mark is similar to the Domestic Manufacturer Scheme.

Foreign Manufacturers Certification Scheme

If the manufacturing is conducted in a foreign country, a license with an ISI mark can be acquired, that contains the aspects mentioned under the Foreign Manufacturers Certification Scheme. It can be obtained within a time period of six months.

BIS Online Registration Process

In order to obtain a BIS Certificate, the applicant need to follow the essential steps in the BIS Registration Process.

  • Getting the product tested from a BIS laboratory is the first step in the registration process. The test report must include the name of the applicant and the manufacturing unit. Also, the complete address of the production unit must be included.
  • Before submitting the Registration application, the test report must be completed and must contain all the required details.
  • The next step is filling the application form. The forms filled are Application Form Number VI and VII.
  • All the documents, as well as the test report must be submitted along with the application form.
  • If the applicant is a foreign manufacturer, then the forms must be signed by the Authorized Indian Representative (AIR), appointed as per the guidelines of BIS.
  • If the manufacturers are producing the products at different locations, they must apply for a separate registration number.
  • BIS Officers perform the evaluation process, and the registration certificate is provided within 15 days.
  • The validity of the certificate is two years.

Bureau of Indian Standards Registration Process

The BIS registration process is divided into two major categories-

  • Licensing Process
  • Surveillance Process

The Licensing Process further includes the following steps -

  • Application submission
  • Initial inspection by the BIS Officer
  • Samples testing
  • Obtaining BIS Certificate

The Surveillance Process is undertaken after the completion of the licensing process. This process takes place after the inspection that occurs at the license process. The factory in which the products will be manufactured, are inspected by conducting surveys.

  • The inspection is conducted by the authority that visits the factory and performs important tests,
  • After collecting testing samples of the products, the samples are sent to the laboratories where they go through another testing process,
  • The test reports are examined by the authority,
  • A performance review report is generated where the details of the report is mentioned,
  • After all the reports are considered adequate and appropriate, BIS license is granted.

  • The product sketch,
  • Details with specific details of components and raw materials utilized in the making of the product,
  • User Manual,
  • Critical component lists

Information related to the Factory

  • Legal address proof of the factory, for instance, copy of the Manufacturing License
  • Trade Mark Registration
  • Detailed flow chart of the manufacturing process
  • Detailed list of manufacturing machines such as name, purpose of the machines, capacity, etc.
  • In case the techniques are outsourced, details and quality control documents describing details,
  • Details of internal testing facilities that mentions calibration status, the least count etc.
  • Plant outline
  • Details regarding packaging and storage 
  • Organization chart of the factory
  • Details of the quality control team along with their qualification proof
  • Test report copies for every raw material
  • Test report approved from BIS Laboratory
